When does panning work best? When there is a moving object
How do you do it? set shutter speed to around 1/40 and start taking photos well before the main subject appears
What kind of attitude do you need? you need an attitude where you understand that not every photo is going to be what you are looking for.

I used contrast in this photo by blurring it to a point where it almost looks like someone is using white paint over the picture
